While some departments are understaffed, the situation in others is totally different. Does leadership even know how to determine optimal staffing levels?

politics. all the data to support the current head count levels presented up the chain doesn't matter. Identifying the risks of tasks to eliminate doesn't matter either. as a manager you need to fill the gaps with fewer people. eliminating teams often increase the workload of other groups. too bad. work with it or they will find someone else. In any case, the the message will come down, I need 3 names. it's hardball and you play or you leave.
I work in network operations and it’s completely ridiculous. Each function is micromanaged. We now use 4 different ticketing systems. We have union employees literally sitting at COs and Hubs to baby sit equipment. Then when something has to get done they hire contractors ti do the work. Complete shhh show
They just want to protect their kingdom the company is second or third on their list. Id they move people around theyll lose headcount which means they are less important.
Not at all. It depends on who you are an what BS you have peddled to senior management about what you can bring in or save.
