It’s funny how many apps VS. tech posts there are. I work in apps and will never understand why so much animosity between tech and apps people here? Sometimes I feel like these are employees of two separate companies. All of this generally speaks to the bad culture here, which of course always comes from the top.

Perhaps. Don’t forget that LE likes conflict between people and teams. Us vs. Them. It’s baked into the culture.
I think it is because DB was LE's thing, and always the golden goose. It used to be a source of esteem within the company. Then, as the tech products become increasingly commoditized the value of apps became more and more apparent. So lots of the attitude is just sour grapes from tech emps who stuck around way too long after the tech side of Oracle lost all its luster.
E.g., Try ripping out a DB. It can be hard, but not impossible.
Now try replacing an ERP system - you're probably talking a 10 year effort. And cloud apps revenue is growing
Another reason is that the apps teams keep the tech guys at arms length because the tech side doesn't understand how to sell to apps biz customers, they only know how to sell to IT. Folks on the tech see those big deals and are frustrated that they can't engage, so blame apps for being uppity, exclusive, etc, while the fact is that the apps guys are just being smart. Those are the reasons IMO.
