Basically, it’s none of my business, it doesn’t affect me much and it makes me happy when someone gets a job. However, I can’t help but notice that the quality of the new hires, my new colleagues, is far below what it used to be. I would swear that such people just a few years ago could not get a job here.

That is because from U band up they only hire FTE’s that make their manager look better upwards instead of those who have the right skillset.
This. A billion times over. Nike is not a meritocracy. It's just sad that even getting an FTE position is now a hustle, and it only gets worse from there. Enjoy being surrounded by talentless people who just know how to lie really well.
Some of it is because of the settling for a more limited pool of candidates before leadership changes their mind and funding for a req evaporates. Hiring authority should be closer to the trenches instead of at the VP level. Trust your people, Nike.
It is very much who you know. Nike is cheap. It can be very tough to justify new requisitions that have to go to an absurdly high level for approval. I do not recommend waiting around for that elusive carrot. If you have been here a few years as a contractor, you are not likely to get it. Why should they? You've already displayed a willingness to work as a contractor. From what I've observed it has to be very painful for them to lose you before you can motivate management enough to push through the red tape for you. Maybe try leveraging an outside offer for a conversion?
You end up with lower quality workers when hiring is based on DEI and not merit. Our corrupt failure of a Government is the same way.
As an ETW, I've often wondered how you get hired at Nike as FTE. My conclusion so far is pretty much nepotism, I've had two applications rejected even though I've worked directly with these teams. A few of FTE's I worked with on these teams appeared to have a lower skill set than me ( don't mean to toot my own ho-n).
I'm looking outside of Nike now. During interviews, I'm noticing my skillset has a gap because of Nike's segmentation of duties. I would say Nike hires low-Average and in some cases above average for jobs. It might just be that Nike is desperate for people now. I work in technology and that is a constant revolving door.
