As far as I can tell the plan is to move as many C players as possible to the New Jersey/New York area in order to get a tax credit. No regard for employee engagement or retaining talent. I mean it’s a plan, doesn’t scream excellence, but it’s a plan

Calling it a "plan" is giving Frank far too much credit. Frank doesn't plan, he carries out destructive actions on a whim in order to reap short-term gains. Absolutely no forward-thinking goes into any of his decisions whatsoever. He literally pointed to a map and said "This building is close to my house AND gets us a short-term tax break!" in child-like excitement.
