They will lay off higher priced people in the US and replace them with new hires in the Mexico center.
From a Sales Engineer/Architect perspective there is absolutely no need for layoffs. In fact the opposite is true! That is why they will pay $5,000 to refer someone to be hired! They will be desperate to hold the headcount at current levels, let alone decline.
Based on your low position in Q2's last stack-rank and the fact that you haven't updated your Taleo plan your manager told me that you're about to get shanked this quarter.
