I remember during the layoffs of 2019 they were supposed to layoff some percentage of management. Did they actually reduce the number, did they just shuffle and replace like a lot of the white collar positions, or was it all BS?

I figured they were the ones the taxis waiting outside on layoff day were for. Them and other 8+ level people that had company cars. Imagine coming in to work on Monday and seeing taxis waiting to take the newly fired home. There was some advanced notice since the media was reporting about the layoff as early as the preceeding Friday.
In 2019 Design forced out a bunch of 9th lvls but replaced those positions and more with younger, less compensated folks.

There were substantial white collar layoffs, and some low level management layoffs, but on the whole there were few management layoffs.
It was mostly "we're all in this together" propaganda.
I knew of a number in management that were eliminated. Some forced retire, others told to take a package else risk losing it all. Can't be sure how many were actually let go overall, just in my world.
A lot of people were uncomfortable talking about it. I remember one individual asking her boss about taking a buyout. He told her she best consider the buyout, because he was. He wasn't really given much of a choice. That was all she needed to know to make her decision really easy.
