instead of constantly micromanaging what the employees are doing? To me, it sometimes seems as if superiors are deliberately creating tensions and creating pressure. This place has never been more toxic.

Make notes on your analysis and issues you see taking place. They won't stop. when it is time for your, your manager will fire you. You will find yourself prepared for a post-firing missive with your questions to be sent to your manager. Never copy HR or anybody else. Let the nervous manager reach out for guidance. Let it be his problem.
How about management that contradicts themselves especially during a time where mistakes could be costly for both.
