Is RTO company wide mandate?

For my line of business it’s mandate or take PTO, medical leave, or look for employment in another LOB

what can ones manager say, we get all the same emails you do and at most may find out something a day before you. I think even our sr. execs are jiay winging it at this point so how can youranager know of they don't even know.
