Who is to blame for the toxic atmosphere?

This is the company where the largest number of backstabbers is concentrated, which is a somewhat logical consequence, considering that all the pressure is on the employees. Management probably thinks that it will fix all the problems at Oracle if it puts enough pressure on employees.

Or, maybe just maybe, it's because all the employees are sick and tired of managers' ra-ta-d directives being spewed every time one of those clowns takes a break from the ongoing collective manager circle jurk session. Kind of sets a less than optimal tone amongst the little people.

Company culture stems from the top. Think how Jack Welch ran GE. There are a shedload of narcissistic aholes running companies all over the globe.

C'mon, this is easy. it all begins and ends with LE and SC. They like conflict and encourage it. They "say" it encourages innovation, but I think it is because they are both narcissistic sociopaths.
