Senior leaders, if they are worth their paychecks, should be holding Charlie responsible on a daily basis. And Charlie should be holding the banks’s senior leaders responsible.
There is no excuse that is acceptable for this work not being done in the two years we have been under Charlie’s “leadership”.

You and the OP are both absolutely correct. There are pockets of concerned people within the org who are preventing it from completely collapsing . The newcomers and the scoundrels are the ones preventing us from outing a coup.

There are a probably a bunch of people who could do that. That's not the issue. The issue is the politics, the people who don't know WTF they're doing and getting in the way.
It's also not necessarily a trivial problem to solve.
Wells Fargo pays penalty total $21 billions since 2000 but Wells Fargo board, executives, and managers just ignore and escape from the problems of their own doing while they still collect fat paychecks, bonuses, stocks, benefits and promotions. Those Wells Fargo people in management from top down across all businesses and groups have zero credibility stop bullshitting. What do they do to deserve a six-figure salary position in Wells Fargo? All those Wells Fargo people should face immediate firings since they are obviously ineffective in actual jobs. Because the little people like us are subjugate to meaningless performance reviews and surveillance from Wells Fargo HR bureaucrats and evil managers make up lies to force ranking and threat about layoff/termination.
Risk shouldn't get there bonus, that's for sure. Everyone i know in Risk are working 30min days, with a bunch of Consultants doing most the work. Place is in serious need of a fire under their a*sses.
Can't fire him because the board would have to do it and now Charlie has all of his old buddies in with him now, he strokes their ego's and he does the same in return. This bank has to be getting close to the top of "Worst banks to work for" list
