Best way to handle bullying?

Understand that bullying is not new but when it affects associates and their mental health, how do we go about action? Our GM may be the biggest bully and encourage such action. MSL calls other MSL's on off days with accusations of errors and threaten coachings. Demand weekends off cause she deserves this time also has clocked in for a morning shift and within 1/2 hour will leave the club to walk to the local Starbucks and deny it was a break in addition to poor attendance, zero points remaining, using her new baby as excuses for the absences or the need to leave early or arriving late. Her actions are overlooked because of how she approaches management and tells them what they want to hear only to walk away saying F-T-S. Suggestion for the best action to be taken or is this a laughable lost cause?

Sam's management does nothing. Ethics does nothing! It's only getting worse there. Just move on and find other and BETTER employment. It IS out there! Good luck!
