Portland is a complete S-ho-e. If you hate everyone at the executive level, you should be really glad he's stuck in one of the worst cities in the country.

Portland is on the list of Enterprise key locations and is permissible for hiring at managerial discretion.
Businesses can have different subsets that they wish to work with, but hiring an exec in portland isn't a violation of "hub policy".
Who's to say he's not relocating at some point? And WHO CARES... Don't like the location policies, or lack thereof, then make your own choice.
There are different rules for those in the C-Suite. It’s that way everywhere.
