Is it true many teams don't have much work and they are just fooling exec? Looks likes employees are tired of low pay raises and bonuses. Some people are only working 10-15 hours a week. In my team also I see few people doing the same. Is it the same culture through out IBM?

Our team work on very core product. They can't even touch us. I don't want to disclose my entire team. But our product is 20+ years old. We are mainly working on customer issues and have quarterly release, so not immediate attention needed.
People take every Thursday and Friday whole day off. ( Entire team). Just having few scrums and discussion about what are we planning for next week. Monday-Wednesday people prefer to keep dr appointments, banking appointments and household chores. Not kidding, people go for groceries, so they have free weekends to enjoy. Most of the folks are 40+. Only 3 of us have joined the team in last 7 years. So earlier we were like wth? Then we started our own things. We can finish our weekly tasks in 2 hrs and rest free.
That's what I love about our team and IBM. Execs are happy making money. Our whole team gets 3-5% raise for 6-8 people on yearly rotation basis. Everyone is happy with the cycle. I am damn sure I couldn't get this much of work life balance in any companies or other teams.
Also, my friend's team in IBM works for 10-15 hrs weekly. It's slightly more than us but still we can enjoy every Friday together. They have only Friday offs.
This is why we love IBM and still here. We don't care about execs or IBM at all. All people know IBM is drowning and they are not going to give any good raises or bonuses. So it's how we make our life happy.
Our families are also happy.
