Anyone that was laid off in the US within the last 18 months heard anything from Oracle yet about how to sign up for the free Biden COBRA insurance, now that the IRS has published it's guidance for employers? The law (or executive order, whichever it was) that provides for the 6 (really 4) months of free COBRA states that employers will be fined for every former employee that they do not notify by May 31. Only a few days left, and that would be a huge fine for Oracle, considering the amount of people laid off in the last 1.5 years.

What about paying for COBRA in Aug-Nov 2020?
OP here. I did the same as you. Since I hadn't heard anything from Oracle I called the Cobra administrator. I was laid off last July, got the Oracle-paid month of COBRA, and let it expire after that because the premiums were way too high. I haven't had insurance since then and have been paying out-of-pocket when services were needed. The COBRA administrator looked me up and emailed the sign up form to me. And yes, they are very nice. They reminded me to submit any medical/dental bills that I had paid since April 1 for reimbursement.
So after reading this post I did some research, and emailed the Oracle COBRA administer, they are actually really cool. The information is correct. I was laid off last November and have been paying COBRA since January (Got a free month). I am going to be getting a reimbursement check for April through may, and will not have to pay again until October. She said that Oracle sent out the packets you need to sign last Friday, so they might take a few days. The representative looked up my info, and got me the PDF file to sign and send back today, so I am all set. If you haven't got the packet yet, you can reach out to them

Was automatic for me. Did not expect it. Was contacted proactively. First thing that has gone well. I'd rather have a f'in job though.
It only apply for people signed up cobra before.
I received a letter end of April 2021. I signed up for COBRA in 2020 versus using a different insurance. Did you sign up for COBRA?
