I applied for a opening in April and my application has been under recruiter review since early May. Last week, I received an email that they needed more info, I logged in and submitted all required information and agreed to some disclosures agreements. As of today, my application is still under recruiter review.
What does this all mean? Is this a good sign I’ll get called for an phone interview?

Keep applying elsewhere. We've been on a hiring freeze for over a year and even if we make it to second interviews for positions they can get shut down due to budgets.

sounds like it was sitting there for a while, then some hiring manager looked at it and asked for more details. I would keep looking.
