It’s funny that someone who works here says the targets of layoffs are lower performers. I think that is absolutely incorrect. I know people who have been great performers and who have been told they aren't needed in this company anymore. Performance becomes little or not at all important when it comes to cuts.

If you're trying to reduce headcount, and you close a department, common practice is to specifically deny the practice of trying to find a home for somebody just because a leader thinks they are valuable. Almost everybody in an organization is valuable to some leader. So rather than chase down the rabbit ho-e of examining each of the hundreds of people under the kn--e and interviewing leaders to justify saving them, they just cut. It's expedient, and it works.
If they really contributing at such a level they prove to be very difficult to be without, they may show up again with a raise. I've seen it. I think most have.

I had above average performance ratings throughout my career and not close to retirement. I was still laid off.
Anyone who has worked here long enough knows the layoffs are almost completely based on performance. Unless you're close to retirement.
Performance does not influence layoff decisions, but the stock price and profits do!
Uncle Al made $1.9 Billion during the first quarter of 2021. That amount of money clearly is not enough profit, more layoffs will be coming.
Let's face it. The Enbridge cesspool cannot be trusted to do anything that makes sense, is fair, ethical, etc. That's just the way it is because of the management culture. Too many bootlickers and backstabber narcissist sociopaths running the company.
At some companies the layoffs seem to effect many ppl who have been with company longer, making higher salaries, often with great yearly evaluations and continued great performance. It is a weird mix of low performers and great talented ppl. Many will say it is age discrimination, but really it's salary discrimination which comes with age. Years of loyalty and dedication rewarded turned around to bite you in the bu-t.
“Great performance” in your eyes, What that is to you, may not be for others. Others, whose opinions matter more.
