Oracle has invested millions of USD in consultants and attempts to bribe the Israeli government officials. LE and also SC who came to visit Israel several times and tried to force the government to use Oracle's cloud just because they allegedly set up a data center (https://www.jpost.com/jpost-tech/oracle-launches-massive-underground-cloud-data-center-in-jerusalem-658376) and invested millions in advertising and trying to transfer customers who were not interested in using their cloud.

Now what they will do with all the local hires and investment ??? Layoff soon

This week the Israeli government signed a contract with Amazon and Google, the happy winners of the first tender in the "Nimbus Project" for the provision of cloud services to the Israeli government sector. The winners will be required to establish cloud areas in Israel (Region) in the next two years; Until established, the winners will provide cloud services from the Netherlands, Germany and Ireland. The tender is valid for 7 years, with the possibility of extensions up to a period of 23 years in total.

At the press conference held today, the Accountant General hinted that the price of providing the services from the winners was set at less than 80% of the price that appears in the global price lists. However, it is not known how many other governments paid in similar tenders.
The losers in the tender, Oracle and Microsoft, petitioned the High Court for an extension of the deadline. This petition means that they reserve the right to appeal in the future, but the Treasury clarified today that no legal proceedings are currently underway. In control processes that have not been done in any procurement procedure, and that they feel very confident about the procedure.They say that the legal proceedings will not follow the engagement in the tender.

Bottom line: Oracle Israel employees in the Gov/Edu (sales/PS/SC/Support/BD) org and even other customers segments look for new jobs in FY22

Finally after 8 years of low performing management an internal letter sent by RP, SVP UK, Ireland, Israel and the Banlox states, among other things, that Oracle thanks UN for his service in the Israeli branch and for his achievements. It was later stated that Navon will temporarily replace by EF. It was also stated that in the coming months, EF will stay in Tel Aviv for a long time to promote the business issues of the Israeli branch.
The reason for the announcement and changes in the company's top is that this is part of an overall and global move that Oracle is making to split the country leaders powers and divide the role into two areas: Licensing Operations Manager - Oracle's core business, and Cloud Operations Manager - the company's fastest growing area.

It seems that dealing with the Nimbus tender, the establishment of the data center and the legal battle will be on the agenda of the new interim director.

Google won this tender because of their capabilities . Oracle wouldn't have even been on the shortlist.

A real cloud is something you can't fake, like Oracle does with "OCI regions".
Putting a few racks in a colo (Bynet in Jerusalem) and calling it a region might fool some customers, and you can add capacity as they order it.

Some insight from the IL office. Panic and chaos as everything they sold to Oracle management for the last two years and the amount of money they poured into the tender especially when they knew there was no chance of bidding or even been part of the winning company. SC is personally involved in the negotiations.

This is a colocation DC but they invested million of $$ in contracts.

Microsoft Israel filed today (19.4.2021) an administrative petition against the Government Procurement Administration regarding the Nimbus tender (the government cloud); Other respondents are other companies that competed in the tender: Google, Amazon Web Services, AWS and Oracle

In response, the Israeli government established a process in which it will continue its activities with the winning candidates until they complete the entire process and then within 60 days all the companies that did not win the tender will be able to level their claims against the committee.

This process give the local huge team of managers , SC, OCI and sales additional 3 month of surviving before they will be redundant

A decision of the Honorable Judge was given: approves an extension of time to file a petition in accordance with the agreement submitted between the petitioner (Oracle) and the respondent.

There was significant pressure to select a provider that will offer the highest level service to the nation over the long term. An inferior provider offering poor services would be considered a disaster for the nation’s technological capacity. The Nimbus system would be used to house huge amounts of sensitive data for government institutions and ministries, improving efficiency and reducing bureaucracy. This is not for Oracle style

For security reasons, the Israeli data center would have to operate independently of any other cloud service region in the world, with the capacity to provide all the nation’s long-term needs. Amazon is also seen as being prepared to make a much larger investment in Israel’s infrastructure than any other competitor not like Oracle

It will not end without a struggle. Shortly after being disqualified from the Nimbus government cloud tender, Oracle petitioned the Jerusalem District Court on Saturday as an administrative court. The petition was filed yesterday by Oracle through attorney Tomer Reif of ZAG, in which Oracle requests an "extension of time" to review the tender documents.

The petition was filed against the government procurement manager, who is the auctioneer, but also against Google and Amazon the winners of the Nimbus tender - although no official announcement has been made on the matter.

As part of the country/region I can assure you that the been violation of the anti-corruption and business courtesy guidelines we all been trained accepted.

Is Google already confident of winning the Nimbus tender, the country's largest cloud tender? The job board published by the company implies that it is. These days Google and Amazon (one or both of them) are close to winning the big tender that the state is holding for the gradual transfer of government IT to the cloud. This comes after the disqualification of Oracle and Microsoft which also competed in the tender.

There is no official announcement from the state about the win yet, but the job board that Google publishes for Israeli territory implies that the company is definitely preparing for it. The company has advertised a number of jobs all of which are classified under "cloud, public sector".
