In my district, General Managers Jobs keep getting posted. Is it the same for other districts?

we still have the same management team.
All I can think of as of why the GM’s have openings is some people left the company even higher ups and they are moving some GMs up and there will be openings around the company.
Not sure why they would post a GM job. I don’t see any in my area on the JCP site . We were told that there was a hiring freeze . Is that true for any one else !
