The Cloud group has been swinging wildly for years hoping to hit a strategy. So far nothing. Maybe they should give up. Oh, you say that's a strategic imperative? Sorry, if it was that important you shouldn't have failed at it.
I believe Cloud to get hit hard. They have become blotted and Red Hat is taking over. Many Sellers over 55 will need to be RAd. Sorry...39
They've been phasing out Expert Labs as a delivery-focused body for well over a year, i.e. client success transformations, investing in GBS+C&CS synergy, emphasizing partner ecosystem, etc. There's a reason it's not called "lab services" or "professional services" any longer; the primary individual contributor job role is basically strong SMEs who support sales. Also, the margin is razor-thin for a lot of these EL groups, which looks bad for the software portfolio it reports into. Just because you're billable doesn't mean you're making money for the company.

Also RAed in C&CS in the US (Expert Labs). Totally shocked as I was making money for the company, and was also busy billing customers all the time!
This OpenShift/CloudPak strategy is not getting any traction, as a matter of fact CloudPak for Applications is getting discontinued because most customers have stated they don't want to run WAS in containers... Oops IBM!! I will bet that CloudPak for Integration will suffer the same fate. It is only a question of time... If you are a customer, stay away from it! If you want to really run these products in containers, then a regular Kubernetes deployment (free open source) is just fine, there is no need to have OpenShift (expensive) and the CloudPak which keeps on changing anyway.
Cloud Integration is no longer part of IBM strategic direction. Well, most of them anyway...

@1sny - were these Integration Specialists in the (Expert) Lab Services area rather than GBS, I assume?
RAed on Friday in c&c US. 30-day notice, 3 months severance. I know of 6 others in my immediate group that got let go as well.
Really not sure what the strategy is here... these folks were all deep technical consultants on IBM products (Datapower, IIB/ACE, MQ and others) that make tons of money in services. Not to mention, that all were currently engaged at customers!! Seems to me that IBM does not want to make money anymore!!
Not a rumor I got RA'd too but not in Cloud and Cognitive, 30 day notice with 90 days severance.

Most of the Cloud Architects in Comms were laid off. 60 days severance no matter your length of employment at IBM. The days where IBM took care of its employees is over. We are just an expense to be cut.

The lack of details is why many people are questioning the validity of this RA. Is it still going on? You mean you got a call Friday evening? These short comments only fuel the anxiety amongst those still employed.
