Is BP known for having layoffs right before or after holidays? Or can this be considered a safe time?

That’s not true, at least in the U.S.. They only pay out your accrued vacation. 2021 vacation doesn’t accrue until 1/1/2021.
As another poster mentioned, Applying for other roles is the way. You will be glad they are inept at interviewing and decision making because you won’t get any roles, but it will extend your leave date by some time. It extended my gardening leave by 3 months, and it put me over an anniversary, so an extra month pay on top of that too. I didn’t want any of the roles but just kept applying for whatever. Lol.

BP is known for getting you out the door prior to 12/31 in order to not have to pay out your next year's vacation. When I was laid off I managed to get my date pushed from 12/31 to 1/15 in order to give me time to interview for a different role. I didn't get the job but I got an extra four weeks of pay added to my severance.
They are having them but end date is 01/31/21.
It'd be nice to be able to relax...
