@8tec is right. While drafting HPD reviews, I looked at results only to pick out relevant items for the write up. Most of the time, I would write up things that I remembered during the year. On the other end, I've always captured my goal results throughout the year, only to get a HPD write up ignoring most of what I considered accomplishments. It's an unfair and punitive system.

In my experience HPD goal completion has had zero effect on my merit increases. There have been years in my more gullible past where I have completely busted A** and documented all of my achievements. One year this resulted in a slightly better 9 block rating, but there were no raises company wide that year. Another year, I had a manager tell me in a review that completing your goals does not correlate to better 9 block ratings and better pay. For the record, regardless of my efforts and achievements, I almost always receive a 5 on my 9 block and raise that is just enough to keep up with inflation.

Yep, management teams are already pushing of 5-10% of your people to be in the elbow and for your skills to be put to use on pips. It is such a great tool to get better performance and motivate people!

Of course the master knows, that 9-block distribution was completed back in June. All that is left to do is to write around your accomplishments with what you failed to get done, and what your PIP will look like. Haha
