Right, unpaid leave isn't equivalent to layoff as you're still technically employed. A very distinct difference.
@heq+17DywyBD What BNY did was not consider severance. It was Supplemental Unemployment Benefit. Which is why you were able to get your separation pay along filing / collecting unemployment. It is critical not to confuse the two as it leads to misinformation.

Receiving unemployment while on unpaid leave? I'm not an expert, but I don't think so.
In PA I received unemployment and severance after Charlie laid off employees from BNY.
