is years of service for the purposes of calculating severance based on actual hire date or or hire year like PTO? Just wondering if I'd get an extra two weeks come January 1 or only if laid off after my actual anniversary date later in the year?

It's the first day of the month that you were hired. For example if you were hired on July 29th, then the date used for the calculation is July 1.

It's not a fiscal date, it's a anniversary date.
Actual hire date (i.e. anniversary date)
