Unless they are getting it without my knowledge, ELT should get performance reviews every quarter which should be implemented by their own employees. Within half a year we would have an entire new leadership team because those in charge now are so inept none of them would be able to withstand the scrutiny. See how they like it when the roles are reversed.

This will never happen. To get at an Executive level
Is more game playing and politics. It has nothing to do with competent.
Agreed if employees could provide constructive feedback quarterly it could be a new world. Doubly great if the feedback did not have to be anonymous. But that requires trust. Back in mid 2000’s managers in some groups were required to do a 360 review. Just one. And they chose all the participants, who stayed “anonymous” to each other and had to have at least one person they managed participate. The manager received the feedback without “knowing” who said what. Easy to see the MANY obvious problems there. Then across the board the whole 360 performance review became optional as it is today. Course it’s all worthless. So “fixed”. Many companies do what’s called a step review where the employee gets to sit with their bosses boss and higher. Done once a quarter. Makes for a MUCH better day to day existence. I suggested we adopt a form of that program to bp. Did not go over well. The managers all the way to the top, except for the rare good ones, want this place to remain dysfunctional. The more screwed up the better to hide in. Sadly it has become a scam upon the stockholder investors.
It has been over 10 years since the last time we reviewed a line manager. They didn’t like the constructive feedback so it was stopped.
