Our (very large) BU only got a small trim in FY21 budget. Rumors are probably only a few low performers will go. That means some others units will get m—acred.
I heard it will be 20% cut this time. 200k per employee seem quite high, it will be 100k most as cuts arehappening internationally and china, india too

Going back to 2011 when there was a similar ER/LR with a target of a 1 billion dollar reduction.

While true, most managers are not given the luxury of picking. It's about the budget and it's decided at the Director & above level based on your salary, not performance. Managers may be consulted to see just how critical John Doe is, and if they can't function without John Doe, they have to find a pair of people who's "cost" matches or exceeds John Doe.
If your base pay is above the median for your pay grade, you have a big target on your back. They higher your pay is above the median, the bigger the target.

You are way out of your head. Management always gets rid of older white males, folks they dislike, non-azz kissers, etc
I heard from a good source that they use 200K per employee as a cost. So, if we need a billion dollars (which they are shooting for) cut, (1,000,000,000/ 200,000) is 5,000 employees. But, the billion dollars also include sales of buildings, closing of remote sales offices (which they did) and etc. So, lets say that is a worth 1,000 employees. Now we are down to cutting 4,000. If they can get 1,500 employees "worth" to take the Cisco elect and 80% work week. You are down to 2,500 employees that would really be laid off. So, we have 75,900 blue badge employees (it might be off a little, I just googled it) * So, that is about 3.2% that are force to leave. And most managers, if they have to give someone up, is going to pick very low performers.
