There is NO way this company becomes de-silo’d. No matter how they shuffle the cards. :-(

Exit out of all frontier exploration. Focus all oil and gas activities on 3 or 4 'core areas'. Anything that is not considered core will be exited and sold if possible. This will especially be clear in the dirtier operations. Consolidate departments and de-silo the company. Figure out how they are going to make money in the future since Looney Tunes essentially wants bp to be a for profit non-profit.
I think the new Operations arm will contain what we typically call upstream, mid and downstream plus will absorb whatever is not outsourced from RM and Facilities. The other arm will contain the support like finance, audit, S&OR, E&C, hr, Legal, Gov Affairs etc.
Hopefully the new entity will be way less top heavy from F up and only minimal essential work kept in-house and the rest outsourced. Just gut feeling but seems like HE is driving toward WAY more than just 15% reduction. Probably got a 3 or 5 year plan to get to at least half of what we are today as to employee numbers.
No inside info, just gut. The new org will look like two companies that went through a merger. The two companies are upstream and downstream. The "synergies" will be felt in areas that can be transferred with the new organizations (projects, mechanical, engineering support). Typical areas for mergers to gut will be HR, admin, IT, legal, etc. Then the areas that can't be merged as easily will remove their lowest performers. Once the tier 3 EOI is complete, we will probably know more about what departments will be consolidated.
