My (former, now because of my layoff on Friday) engineering director was right:

HPE NA is becoming more of a store front business than an engineering business. Sooner or later, any R&D, engineering, and architecting will be moved to India, Singapore, and Taiwan.

I had one last talk with him last week and said that layoffs are far from over with Antonio's reorganization and restructure plan that will proceed until 2022.
