EER offers that were taken, smart people left. They weight the options of staying, getting a severance or dealing with the political infighting and matrix management shuffling of chairs and popped. Now they are chilling, many probably took up consulting roles elsewhere.

If you didn't opt in for the EER offered in January, then it's too late. I seriously doubt there will ever be another one. HPE is too small as is.

I asked directly if I can opt in now for EER, and was told no, that program is closed and will not be reopened now.

They already did - earlier this year. People could work with their manager on exit date depending on your role/responsibilities. Some people left almost right away in March, others in May and there are some that have an October exit date. The EER offer usually only comes around once every 5 years or so.
