Just found out yesterday my manager spoke to me about my promotion in May promising it would still happen. I was on a project and billing 45hrs a week and had a secret clearance with a few certifications. I have a few offers lined up so it’s not too bad I’m glad I read everyone’s advice on Fishbowl to jump after two or three years.

Years ago I was in a very similar situation. I got the promotion then was RA'd a few weeks after. Promotion was for outstanding work and I had two management circle awards as well. You earned that promotion but the RA was chosen months ago and seems their really is no way to stop it if you make the list.
I'm now a decision maker and believe me IBM has had to earn a few contracts working hard on test setups only to be RA'd when we go with a different vendor in the end. They RA'd me once, I've RA'd them three times, so you may have have a reason to smile soon.

Welcome to IBM. They are not an ethical company and will do whatever it takes to make quarterly earnings. I worked there too long before I recognized this was the case.
They would be really r—ded to award this security clearance to someone on an H-1B who would easily sell any sensitive information to another country due to their blatant disregard for the United States.
What a completely id–tic move of them to RA you. You are worth a ton with that clearance and those certifications.
Did they say who was going to replace you? On government contracts you have to back fill the role otherwise IBM loses revenue and could even be subject to contract arbitration.
