If you are referring to couple of RAN engineers with + sign , it basically means that HR cannot touch them for cost consolidation.
These engineers are rare professionals and not easily replaceable. I would say we have about 10 or so in the entire company
Manager, Out Side Plant Planning and Engineering Design + denotes exempt from overtime, also known as FLSA Exempt
Means + any other task they can come up for them to do

It concerns the employee's FLSA status . In some states, a particular job title is exempt, and in other states, that same job title is non-exempt (i.e.: they can earn overtime.)
It probably just means that the title is actually longer and they ran out of characters in the data field.
I thought it implied that they were above midpoint on their pay scale.
FWIW, Sometimes HR or payroll requires a different job code to separate out jobs for benefits or tax reasons. The system will not allow the same job title for 2 different payroll codes, so they add an extra character.
It could be something else entirely, but I've only ever seen the benefits/tax difference.
