I had a colleague volunteer and he was able to get onto the WFR list by choice....but as others have said, seems to be dependent on manager discretion
If you have a good manager, you can offer and they will keep it under their hat. If they are asked to let someone go, they can offer you. However, it's possible you will be denied if you are valuable especially if there is some nice package. I offered and got told no a couple of times. I finally just ran out the clock and retired.
During my experience working with Compaq, HP, HPE I was not aware of a formal process of an employee being able to volunteer for a layoff when layoffs are in processs or iminent.

You can tell your manager.... no formal layoff volunteer package but I know people who have left HP/HPE by telling their manager "if there are layoffs in our group, I volunteer"
