The only reason they keep the IT leader on board is to be a hatchet man. They should have got rid of him with Verizon 2.0.

The whole company is that was. Always has been.
Corrupt and incompetent and not ashamed of either of those , infosys and Infovision deals raising red flags but they are still going through with the train wreck , dysfunction is worse than in DC or Delhi, leaders spewing non sense in meetings then completely reversing course in few months, each leader now is worse than the next and completely incapable of doing the right thing.
what about integrity with individual contributors?
Especially if they earn over $15 an hour.

IT is now a dead end job in America. Hire cheap contract workers or bring H1Bs to America.
Corporate America doesn't want full-time American IT workers.
