It means you’ve previously posted something on this site that violated their rules of conduct and they’ve banned you from further posting. They’ve done this by blacklisting your home internet’s IP address. A way around this is to use a vpn.

If I use my home Xfinity wifi I can't post and get IP Blacklisted. So before hitting submit from my phone I turn off wifi and use cellular (mine is T-Mobile) and it posts ok. Don't know why my home wifi is blacklisted

The Blacklisted IP is due to AT&T debt.

The blacklist is by this website not AT&T. It has nothing to do with AT&T.

Are you using a vpn ? Certain pools of ip addresses from a vpn provider may be on a blocked list. Just try disconnecting and reconnecting your vpn to obtain another iP address
