When you get surplus, outsourced or a voluntary offer and leave the company, the remaining balance of your vacation time, do you get it in cash, or is it now all lost like sick time, comp time.

1ktm I should have mentioned that the last check was in 2018. The tax withholding was if anything a little too high as I got some money back at tax time.
Also note that you'll get whatever bonus the company pays out and will receive it in 2020. For those also working any part of 2020, they will receive whatever bonus is decried in 2021.

I guarantee you if I’m overpaid when I leave they’re not getting anything back. Direct Deposit will be severed and all money moved to a different account. They can send me to collections but good luck collecting if I’m “judgement-proof”.

As noted below, unused accrued vacation is paid at standard hourly rate. Thats a law. HR has tables for accrual and rounding in the leaving section, should be able to find them in HROneStop for whichever labor group you're in. Same rule whether you quit, get fired, laid off, or voluntary severance.
Gotta pay back used non-accrued PTO out of your last check. So, if you burn the whole year's worth in Jan, you aren't going to get a last check. Might owe some back.
You get paid for all of your vacation time remaining, except for EP days and floating holidays. I got mine as a lump sum that was separate from termination pay.
Your time will be reimbursed based on the number of hours you have earned. If you’ve used more than you’ve earned, the company will charge you and take the balance out of your severance. You start the year with a number of hours available but you haven’t technically earned all of them yet.
