with all layoffs going on...Company loyalty to its employees....is it ethical if they outsource? is it ok for att employees to work on a part time basis for another telecommunications company?

Loyalty...Humm that is not a word used at AT&T. Two things on this topic.
- AT&T sends jobs to countries that do not support women rights and treat women poorly. I am surprised that people haven't caught on to that and brought this up with protest or whatever it is being done in todays world
- Until enough customers complain about the service they receive from offshore companies, no one is going to do anything about offshoring. Large customers who pay big bucks aren't going to complain as they off shore too and the small consumers won't be heard until they rally together.
No AT&T has not loyalty or Ethics and what you do is your business as, however, if you attend the COBC meetings and agree to this then you may be terminated if AT&T finds out that you work for another telecom. Good luck!

It’s against the COBC and the company will fire you for working with another telecom. I’m not sure why you think the other telecom wouldn’t have the same policy.
Work both into you get caught I guess. Loyalty is a thing of the past.
It's more unethical with the schemes they have used in the past to get some employees to hand over their work to off shore with the expectations of a nice raise and\or promotion only to be surplussed for bogus reasons afterwards.
If AT&T is really behaving unethically, I will cancel my services!

Ethics is what society makes it. I don't see anyone stopping it, so apparently it's acceptable in society to do so. If you think it's wrong, then you fix it then.
It's every man and woman for him/herself at this company. Randall's wet dream is to lay every one of us all off any way so who really cares about his hypocritical Code of Business Conduct? The way this company treats its customers and employees shows that they have no ethics to begin with.

6 employee-years worth of bribes, and that's just what was caught. How many more employees have been laid off so their salaries could further "grease the wheels" of the regulatory mechanism to look the other way?
It's stupid to work for another telecom company, when there are so many other more legitimate side hustles.
AT&T has a bunch of lawyers who will tie up your life in accusations that you shared info, and your side hustle isn't going to be any less suspicious of your motivations with regards to their own intellectual property.
Write a game, sell T-shirts, code something totally outside of what you do for work.
It's not about loyalty in either direction, it's about CYA on your part, and using up a fungible resource (think disposable like paper plates) with regard to the company's view of your own work and any loyalty you foolishly bring along for them to further exploit.

Att is not loyal to any employee so do what you have to do to support your loved ones.
In light of what is happening, and what the company is doing to its employees, if I found a part time or even full time job that may be in conflict while still employed by AT&T, eff them and feed them fish heads. Do it. They're already doing it to you, who else is going to watchout for you, AT&T, are you kidding? You need to do whatever it takes to keep yourself solvent for whatever your driving reasons are: your self respect, dignity, general livelihood, spouse, children, grandchildren, elderly parents and various financial obligations to name a few common realities. You know, reasons that the top brass leadership don;t worry about. The elites like Randy and the johns have a different kind of driving reasons to worry about.
Loyalty? WTF , yeah that doesn't exist in the working world of 2020, your labor is just an expense on the balance sheet, the larger the corporation the less value you as an individual have, doesn't matter the company that's just how capitalism goes..
As far as other work, you might be skirting the official employee policy , but you'd be an id–t not to have a side gig as a alternate source of income, I today's employment environment, doing something on your own should be a matter of good economic fortune. You're not beholden to any company. The only time a company would care is if they felt you were stealing their IP for your personal gain.
Do you have loyalty to a particular phone or would you buy a different brand? How about your barber or hair salon, or plumber, or clothing store, or brewery or brew? We have the opportunity to "speak" with our money in whatever way we choose. If we don't buy from a particular company, we're hurting their employees because they can be laid off. And if it were our company, we'd attempt to do anything to keep the company competitive so it stays in business. And just like us, we don't give a barber or plumber or clothing store more than they say we should pay. And you don't get to keep a job because you think you're entitled to it. You're paid for what you do and that's the end of it. It's a free market and you can go wherever you want. And if there's no jobs, you have to move to another field. I don't see any other choice for us.
Not to sure how you think outsourceing is un-ethical. Companies do it all the time. Does it s— for current employee's affected. Yes. Loyalty? Does not exist. Companies don't really owe anything to their employees. They are a liability, not an asset. However it is COBC violation to be employed by another company that sells the same products and services as AT&T. Result in termination.
It’s a conflict of interest and will not end well for you.
