Since Larry himself is giving up the cloud fight at this point, where could Larry and OCI management could have wisely spent this huge cloud investment on?

SC exercised and sold $256 million of ORCL stock options on the same day as the big layoff earlier this year. Meanwhile plenty of hardworking productive people have not gotten a raise in five years.
Anyone with a ten year old laptop now is getting weekly mails from GIT requiring them to replace it before Windows 7 support ends. Managers won’t have a choice.

That may be the policy, but still requires manager’s approval and hits their budget and so can be declined and not infrequently is as song as the computer is ‘working’ . Have to drop it on the floor to get it repacked somethings
If your former colleague is using a 10year old laptop, that's his choice. The global policy for hardware refresh, is 4years, at employee discretion e.g. you can change every 4 years should you want to.
Employee development. Raises. Bonuses. Refresh the equipment. My former colleagues are using 10 year old laptops, FFS!
