Oracle cloud failure is not due to lack of people or their geographic distribution. It’s the quality of people who engineers whom they hired to do the task— mostly AWS and Azure rejects.

The underlying war at Oracle is between what individuals want and what would be best for the company. Best for the company is to consolidate people. Individuals don't want to move, they want to do the least they can for the most money. If the company is to survive the management needs to get real about what needs to be done.

There are some members of bigger teams that are mostly located in Seattle but they are so few I wouldn't consider them a presence at all
