Before the pension rule changes with Legacy AT&T in the late 1990’s it was fairly common for craft to take a promotion into Mgmt for their final three years because the pension was so much better

Realistically very few non management employees want to cross and promote to L1. Fewer L1 are even considered to promote to L2. An L1 can submit and apply for a posted L2 position but usually those postings are only a formality since the position was more than likely already offered to someone earmarked for promotion. L2 to L3 and going above is rarified air. Any Candidate on the move has already been identified and just in a holding pattern. Any movement above L1 is also a political game. Cronies promoting shirttails. Building their devoted cult followers. It’s not an even playing field. Independence is not a virtue. Blind loyalty and the ability to execute direct orders is a requirement. If an upper level is moved out, there replacement will remove and replace most of the vanquished promotions with their own people. It’s dirty wherever you end up in the Company.
