@haf is correct. There will not be another VSP. @jiw is also correct. Band 4 and above does not participate in normal force reduction plans. They have their own.

No - VP's get their own special golden parachutes. That level does not participate in VSP's.
One thing is for sure. You don’t know if there will or won’t.
