I was laid off in this round, and today a saw a job opening at GM that fits my qualifications and experience, which is in a different location then my old one but it’s not impossible to commute to from my home. I know I said, never GM again, but now that I had the time to “cool down” a little, I’m thinking I should swallow my pride and reapply. A paying job is a paying job. Does the fact that I’m a former GM worker that got cut mean that my job application will be automatically eliminated? Am I now an unwanted person at GM? Is it even worth applying?

If you don't take the severance, theoretically you can still apply for a job at GM as you have not waved your rights to do so. Now you have to ask yourself the question whether GM would rehire you after they went through all the necessary steps to lay you off. So do you feel lucky? Do you?
Yes, I got the same thing. The extra sheet saying I can reapply seems to contradict the language in the severance agreement.
They didn't think that I was good enough to stay, but I'll show then and re-apply! They obviously did not review my education and work experience closely the first time, but once I re-apply they will see that I am actually well qualified, and not bitter at all.
I was laid off. Received severance contract. I also have separate page telling me I'm eligible for rehire as it wasnt for performance issues.
Did anyone else get this as well?

Right. Go ahead and lie to yourself, it doesn't matter to me, but GM is not cutting you only to bring you back as a contractor let alone an employee. It would be a legal problem for them, not to mention a liability.
A guy I know was hired twice (direct) and now whacked twice. Whacked the first time in 2008 and whacked again in 2019. So yeah, its possible, it just depends how many whackings you can withstand.

After the great whack of 2008, I personally know people who were rehired direct. It was later - when GM started bringing back contractors. They started out as contractors, and some here still are. But there were others who were hired back - in some cases same or similar dept and function. One I just looked up has survived this cut thus far - a white male, 50’s.

This for real or BS? The window for the CAD designer is certainly getting smaller with increased competition, and multiple systems. I'm interested in this story.

If GM were to rehire you they might be setting themselves up for legal problems so no, you will not be re-hired. In fact, if you take severance, most companies include a clause that you will wave your rights to legal action and to ever working for them again.
You guys have to much pride. Money is money. Do what ever it takes to survive. That's what ever living species does. Don't ever forget it.
Why not? Take their money, just remember you have no obligation to purchase their products.

Read the release agreement you signed. The answer is very clear. You are persona non grata.
They are not going to rehire you. Move on with your life. You are demonstrating the behavior of someone who has been beaten by their spouse, files charges, and then decides to drop them and go back after a few days.
