How are they deciding? There doesn't seem to be a common theme. It seems beyond than just skills and past performances.

I was the last one let go in my group. It was very clear that my manager kept all the "yes" people. Anyone that ever opposed her viewpoint were let go. The managers should not have been asked to rank their teams, or for input on the selection process. GM has not been left with the most efficient or talented people.
HR might used a 8ball to decide. They drop all GM employees in the 8ball and shake it to get a name. /s
They choose primarily by facial hair. Or if your breath be rockin.
In TX, many smart people let go at the expense of close knit groups. Good start as expected!
Hope no more future govt money for bankrupt companies.

I don't understand why they cut so many people in electrification if this area is supposed to double due to the zero zero zero vision. The people that I know of that got cut were top performers. It is really confusing and upsetting. The person we lost in our team was in a crucial role and they will be tough to replace. My whole team is heartbroken.

This appeared to be laid out by legal, and touched all demographics. Men, women, whites, blacks, middle easterners, asians, high performers, low performers, young, old, low paid, high paid, awa (alt work arrangements), etc. You name it, they were on the list. What's really unfortunate is that some really good people were let go, and some unnecessary positions (and people) were kept. The Freep had recently reported that GM had hired 9,000 people in the past 2 years, and 40% of the 67,000 global salarieds had been hired in the last five years, and targeted hiring is still to come. How does ANY of that make sense??? Are the "good" salarieds who were let go being offered relocation for "new" positions that need to be filled (ie electrification)? Retain the talent!!! Reward excellence!!!
The performance based cuts will happen in fall 2019.
Everyone that did not get laid off will be expected to carry the load of the people that did get cut. If you had a group of 10 people and are now in a group of 7 people there will still be 10 people's worth of work to do.
This will cause some people to dip below the line and have a mid year review status of "does not meet expectations". This will begin the termination-with-cause process which will take until the fall.
If you are upset about slackers not getting cut just wait and see what happens. Bad news is that you will have to do their job too.

In my old department it seems ppl were being used . If you had project that was near completion they kept you until it was done then gave you the boot .
Edward Towernicky wiped out teams to save his career. Sad have families to support he never gave us a chance.
My group got about 15-17% cut, couple L5/L6, mostly L7 and there was a manager as well. Looks like it was based on age, high salary and then came the question of 'are they extremely needed?' type of criteria. Few L6 and not extremely needed are still hanging out!
My group laid off about 20%. not based on skills and performance, just cut high age+ high salary.

If you are not essential to keeping GM running, then you were on a list.
i.e. What was asked of managers is, who do you NEED to keep. Rather than asking who can you go without.

I can say in my department it was primarily performance based, with the exception of a few people that were good performers but not politically astute and butted heads with management.
My manager seamed legitimately surprised at the engineer we lost today, so I'm not sure how much input directs really have. I don't know they there's a common system being applied across the board, which is all the more disconcerting
I think they are using that air-blown bingo tumbler you see on channel 7 for the lotto number Powerball drawings, except the balls have EDS net IDs printed on them instead of single numbers.
In my group the managers definitely selected, it was pathetic. Left the managers favorites who don’t do squat, well now that the rest of us are gone they’ll have to actually work!
