H1B replacing americans in IT

Why are they laying off so many employees (99% american citizens) and hiring H1B contractors in IT.

We need policies to protect american citizens from this influx of cheap labor.

Simple. Only 2 entities ("stakeholders") really matter in a typical public company: shareholders and Executive management. All decision making power is controlled by these people, so it shouldn't be a surprise that the focus is (Shareholders) maximize return on investment and (executive management) maximize ability to profit. Jobs, worker nationality, patriotism, worker happiness, etc, etc, are not of concern to these people. Any concern is indirect (if I treat employees too poorly the culture will suffer, leading to turnover, costing the company money (and costing the decision makers money). If I hire too many foreigners, or if I outsource too many jobs it could lead to bad press, etc. It's about $ and power. This focus, in a typical public company, has a time horizon of about a year. So long term, none of the decision makers care too much. Hence idiotic decisions are made without consideration of impact beyond a few fiscal quarters.

why don't they just outsource to another country..think of all the savings? easy way for RL to say he's reducing cost
