Can anyone explain to me why sales managers, senior managers, directors and VPs all have so few reports? Seems like the company could save a lot of money by consolidating these highly paid but no value bringing people.

Because they have been assimilated into the Borg and are exempt from any requirement of actual thinking.
Yes also PMs and CSS roles should be wiped immediately. Useless positions with high compensation for nothing. 90% of them take afternoon naps.
@vkq+1lplV9Sj OP is talking about sales. V2MOM is a CX thing. In sales most first line managers have 6-7 reports, everyone above that has 4 at the most.
Because of all the manager/HR paperwork that is required. Managers at all levels have to review their direct reports' Teamspace weekly check-in's every week. They have to have bi-weekly 1:1 meetings with everyone. Then there's the weekly staff meeting with their direct reports and they have to attend the weekly staff meeting of their manager as well.
Once a manager gets above 10-15 direct reports, it's too many people to perform all the HR required cr-p that get's in the way of doing a job.
Then there's the start, mid, and end of year V2MOM work, people ranking for spreading out their promotion/pay increase budget at the beginning of the year and the year-end ranking for IPF calculations for spreading out their bonus budget.
Cisco could save a lot of money by getting rid of V2MOM's. That's a huge timesuck of people hours every year to what gain? Why do IC's need to have mission statements and goals. Our jobs are to do the tasks our managers give us and let the manager's balance priorities.
This will get fixed next FY.
