Chambers spent 20 years acquiring, building too many operating systems where none of them ever fully worked, and wasted most of the development budget on bug fixing while a lot of the bug reporting came from the customers because nothing was tested before going out the door. Was it the right answer in the 1990s when Cisco starved out the old guard of networking companies? Arguably yes, but after knocking them down Cisco never went back and knocked down that technical debt and it's been choking itself ever since.

OP like every other fool STILL can't get it in their little heads that Cisco's quality was poor 30 years ago, long before major offshoring and decades before DEI became a thing. Instead of solid process and documentation where anyone can come into and be productive in fairly short order, Cisco's development is a 40 year old game of telephone played by tens of thousands of people, probably most of whom don't work at Cisco now and a non-trivial number have outright died.

@tmf+1rdRUg8W, and the saddest thing about it is that I've been contacted by recruiters from Wipro and/or InfoSys wanting to submit my resume to contract jobs here in the US, so they're not even limited to taking jobs from the US to Bangalore, but taking American jobs too. Granted, they may be filling the jobs w/ Americans in America, but they're offering a wage that is less than American consulting companies and they're able to find bodies to fill the roles at that cheaper wage forcing American consulting companies to lower their billing rates, and what they pay their employees as a result, to compete with InfoSys & Wipro.

It's a spiral to the bottom.

IBM, Oracle, Cisco have outsourced 1/2 of their jobs to Asian countries, mainly Bangalore.

Infosys, tech Mahindra, wipro, HCL have taken over most of the IT and thousands of jobs in mainland USA.

We are repeating the thousands of jobs lost when manufacturing was outsourced to Asia in 90s.
