Organization Changes In The Rumor Mill

This applies to HR, HSE, Security and Property.

It looks as if more outsourcing options are being reviewed for these organizations. With each of these functions significantly over budget (major red flag is HSE), the cost saving of outsourcing is significant. An example of some of the raised issues is:

  1. How many times do senior HSE leaders need to go to Europe?
  2. Significant cost saving removing the HSE Managers from each BU and have the field personnel report to Operations.

All functions listed are under the g-n but HSE needs to fix a lot of stuff fast or you will see more cuts coming very soon.

Haven't heard anything, but if there is more organizational change, expect exploration to be downsized even more. Slowly but surely disappearing.

HSE can be eliminated. Field personnel are very aware that their supervisors don't believe in safety only production and efficiency to make their numbers look good. Safety is only a priority when it is convenient.

HSE could easily be streamlined. First, and I agree with you, stop pursuing "flavor of the month" strategies and programs. Set a group a MSW standards and stick with them, period. Just look at the PMCOW changes, IHE changes, he-l even something like the HES to HSE name changes. Stop the madness of tweaking things again and again, it confuses our business partners and prevents the crews from ever mastering our program requirements. Minor tweaks and incremental changes do not move the needle of safety performance a bit. Master the fundamentals and eliminate the fluff, everyone will be better off and much more proficient with compliance. HSE EFIs are bs. We don't need some internal goals to prove our HSE merit and impact. HSE should not have any independent goals other than to serve the needs of operations and exploration as efficiently and cost effectively as possible. Identify our internal customer's gaps and set an co-EFI on how HSE will help our customers meet their improvement goals. Probably 30 percent of HSE activities could be completely eliminated across the enterprise. I am a degreed HSE professional with 23 years in the industry and to me it is clear that the HSE organization is in need of reassessment. We should move forward with a leaner organization sharply targeted on enterprise needs, realistic expectations of our potential impact and cost control as the main factors of intent. HSE doesn't really move the performance needle for any company; its mainly a preventative effort aimed at keeping us out of legal trouble with regulatory and environmental concerns and preventing high impact accidents. Most leaders in HSE have egos and a self-importance which were allowed to outgrow their role; fact is that its time for a reckoning.

You can’t really go over budget on payroll and burden in a controlled organization. Travel and expenses and one offs would likely be the cause, all of which are easily managed if budgets go over. Does not require layoffs.
