It's posturing prior to UAM negotiations. Not that unusual for CEO's to paint a rosy picture for how well they've treated the union the previous four years (whether it's true or not).

The only commitment is to the UAW employees.

It's obvious that the salaried workforce will have to threaten to unionize before they will be treated decently again. (...threaten to unionize)
