When is the latest date to notify HR for retirement? one month notice? and how? by email to HR?

I would just add that make sure you that (a) you have a good relationship with your manager, and (b) when you tell your manager, you are mentally and financially prepared to leave right away. I saw people broadcast their intent and either not get selected or, worse, end up on an "improvement plan" (if that is what it is called today) and get fired, no severance. I also saw people tell their manager they planned to retire in several years, then get selected in the next RA much before they planned to leave, and it impacted them financially.
There is no TTR being offered at this time. The current on (was only in Systems) is moving into it's final year. For everyone who took it their final day will be July 31, 2021, unless they leave sooner.
The TTR is reduced work week and reduced pay. In the past they have offered 60% work and get 70% pay. One thing to note is the extra 10% pay is not counted towards the IBM 401k match.
No Q3 layoffs, IBM hasn’t yet benefited from the last RA.
Keep any plans to retire between you and your boss, and he might get you on the next RA list. If you broadcast your intentions however, you'll be silently included in the # of headcount reductions but not formally RAd. This happened to 2 people in my area with the May RA - they were known to be leaving later this year and HR absolutely refused to allow them to be swapped for other people who were RAd.

Does anybody know details of the "Transition To Retirement" (TRR) process? How does it compare to the RA package?
When I decided to retire in 2016, I told my manager verbally of my plans and we discussed an exit date. But I submitted no paperwork to HR. At part of the discussion, I told my manager that I would be happy to be a Sacrificial Lamb and be included in any upcoming resource action. Sure enough, there was a RA and my boss included me so I could get the separation payment, etc. If you actually initiate the retirement and then you get included in a RA, you are ineligible for the payment. So make sure to hold off submitting the formal notification to as late as you can.
