It makes business sense. Just like Israel people only hire Israel people and just like India people hire Indian people, Dallas ATT is only hiring Dallas people.

Based on Census data and ATT demographics, with forcing roles across states to dump labor, ATT can shed jobs for cheaper new hires as well as boosting its Hispanic demographics, which are abysmal, but Dallas is a "minority" city, which means that Latino/Hispanics make up the majority. ATT is probably boosting its presence and bottom line in Dallas by not just hiring cheaper labor, but creating a major customer base with the Hispanic population. Remember - ATT is highly racist, obsessed with how it looks in its racial makeup. Dumping whites and blacks in favor of boosting Hispanic/Latino percentages is the end result. If you are skeptical, just look at where Whites are on the list. Sorry Black, Native Americans, Asians, Pacific Islanders, ATT isn't interested in boosting your presence numbers. Imagine Stankey and McElfresh as Randolf and Mortimer Duke from Trading Places. All of this is likely over a $1 bet or equivalent.
