As mentioned L8s don't know anything. I always have a good laugh when I see on reddit or elsewhere that managers are conspiring against poor little ol individual contributors. The only L8s that may know anything are the ones in Detroit or were based in Detroit and know people high up...and that's just water cooler talk. Even directors were not aware of the layoffs for underperforms till a few days before it actually happened.
Executive Directors (level 10+) are in the inner circle reg layoffs. Directors don't know, unless they were told by their Executive Directors or their VPs which likely they have orders to keep it hush and only leak what they allow, therefore managers (L8/Level 8) only know what executive directors trickled to Directors and then what Directors trickled to Managers. But a managers (L8) may have some knowledge if there were very old managers and thus have closer relations with executive directors

Your L8 does not know until it happens. There is very little notice given prior and that individual is just given marching orders. He or she it too low on the totem.
Even if the person knew, they cannot tell as you might be one of the selections.
Just look at past history.
