I know that there is a 60 day buffer to find other jobs. Does the 60 day period start on the day of layoff itself.

I was about to say 0 days, since that's what I was facing under advice from multiple immigration lawyers. The 30 or 60 days grace period was a myth, and not stipulated by law. You were out of status the next day, and that's a bad place to be. USCIS may turn a blind eye, especially because you were laid off, or they may not.
However, I just discovered that it looks like it changed, as of Jan 2017:

I talked to BAL lawyer. If WARN gets activated, you get sponsorship for next 2 months after your lay off, thereafter 2 more months of grace period. So you have 4 months effectively to look for new job. If WARN is not activated, your sponsorship ends the day of lay off. I would advise you speak to the lawyer while you are still at Oracle.
